Director, Region 1
Bob Berkowitz, a board member of the Del Norte County and Unified School District in Del Norte County, is the Region 1 Director of the California School Boards Association, representing Lake, Humboldt, Del Norte and Mendocino counties. He has been serving on the Board of Directors since 2007.
Berkowitz has served on the board of trustees for the Del Norte County and Unified School District since 1998.
Prior to that, he served as President of the Northern California Classified School Employees Personnel Commission. In addition, he served as a Field Representative for former Congressman Frank Riggs form 1995 through 1998. Berkowitz began his career as a Radio and TV Production high school teacher and built a student operated, FCC licensed FM radio station on the Arcata High School campus, which received a California State Assembly Commendation. He then built and owned Del Norte County's first commercial FM Stereo radio station.
He has been a part of the Association's Legislative network and is a Governmental Relations Chair for his State Senator. Berkowitz represented CSBA on the Federal Issues Council. He has been a member of CSBA's Delegate Assembly, and most recently has was appointed by CSBA's Executive Director, Scott Plotkin, as their liaison to the National Forest Counties and Schools Coalition. Last year this group was able to bring over $66,000,000 to California's rural counties.
Berkowitz holds a BA and teaching credential from San Francisco State University. His wife, Katie, is a retired operating room nurse, and currently owns and operates the Del Norte Welcome Service; the couple has one grown son.

Director, Region 2
Dr. William (Bill) N. Enos, a board member in the Siskiyou County Office of Education in Siskiyou County, is the Region 2 Director of the California School Boards Association, representing Modoc, Siskiyou, Trinity, Shasta, Plumas and Lassen counties. He has been serving on the Board of Directors since 2005.
Enos has served on the board of trustees for the Siskiyou County Office of Education since 1998, with seven years as president. A lifelong educator, Enos began his teaching career in the Sacramento City and Folsom Cordova school districts. He worked his way through the ranks to curriculum consultant, vocational education coordinator, high school principal, assistant superintendent and superintendent. He retired as superintendent from the Siskiyou Union High School District before running for the board of education.
He is an active CSBA board member, serving on the Delegate Assembly since 1999. Enos has also served on the Bylaws,
GASB-45 and Audit Committees, and has participated in many CSBA professional development workshops and trainings.
Enos holds a Bachelor of Science in Business and Economics and a Master’s degree from CSU, Sacramento, as well as a doctorate from the University of San Francisco.
He and his wife, Lillian, have two adult daughters and three grandchildren who attend California public schools.

Director, Region 3
Cindy Clinton, a board member in the Novato Unified School District, is the Region 3 Director of the California School Boards Association, representing Marin, Napa, Solano and Sonoma counties. She was elected to the Board of Directors in 2009.
Clinton has served on the board of trustees for the Novato Unified School District since 1995 and has worked as an advocate for schools and a strong voice for children. She has participated in several district committees addressing legislative issues, communication, policy development, curriculum and fiscal management. In addition she has been active in the Marin County School Boards Association and has worked to represent the common goals and diverse concerns of the districts in Marin County. Clinton’s hard work earned her the 2001 Marin County Trustee of the Year.
A CSBA Delegate representing Marin County for 12 years, Clinton has served on various CSBA committees and is graduate of both CSBA’s Masters in Governance and the Masters in Boardsmanship programs.
Clinton resides in Novato; she has three grown children and two grandchildren.

Director, Region 4
Steven Meagher, a board member in the Red Bluff Union Elementary School District in Tehama County, is the Region 4 Director of the California School Boards Association, representing Butte, Colusa, Glenn, Tehama, Sutter, Yuba, Nevada, Placer and Sierra counties. He has been serving on the Board of Directors since December 2008.
He has served as a member of CSBA’s Delegate Assembly since 2006 and is a Masters in Governance graduate.
Meagher has served on the board of trustees for the Red Bluff Union Elementary School District for six years. He has served as both board clerk and currently serves as the board representative on the district D.A.I.T committee as well as board president. Meagher has worked at the local level on the school site council, the G.A.T.E committee and was the school PTA secretary and vice president. His community activities include having served as a AYSO youth soccer coach.
Meagher holds a Bachelor of Arts in English from California State University, Chico. He is a retired fire engineer with the South San Francisco Fire Department. Meagher and his wife Tracy spend most of their time devoted to school activities, together they have five children.

Director, Region 5
Laura Rich, a board member in the Menlo Park City Elementary School, is the Region 5 Director of the California School Boards Association, representing San Francisco and San Mateo counties. She was elected to the Board of Directors in 2009.
Rich has been a member of the board of trustees for the Menlo Park City Elementary School District since 1998, serving as president in 2000 and 2006. In addition, she has participated in numerous board liaison district committees, including the district’s strategic planning committee, facilities committee and the negotiating team committee. An active participant in the PTA, Rich served as a PTA council president in 1996.
A member of CSBA’s Delegate Assembly from 2002 to 2009, Rich represented Subregion 5B (San Mateo County) and was appointed to serve on the CSBA Annual Education Conference Planning Committee and the Communications Marketing Focus Group. She is a graduate of the Masters in Governance program, completing her courses in 2008.
In addition to serving on the Menlo Park City ESD, Rich is very active in the education community in San Mateo County, including holding leadership positions within the San Mateo County School Boards Association.
Rich graduated from Stanford University with a BA in Psychology. She resides with her husband, Mark, in Menlo Park. The couple have two adult children.

Director, Region 6
Priscilla Cox, a board member in the Elk Grove Unified School District since 1994, is the Region 6 Director of the California School Boards Association representing Alpine, Amador, El Dorado, Mono, Sacramento and Yolo counties. She has been serving on the Board of Directors since December 2006.
Cox has served on the board of trustees for the Elk Grove Unified School District for 16 years, including two years as president. She was selected as a member of the California Department of Education’s Instructional Materials Advisory Panel for science in 2006 and serves as CSBA’s representative on the advisory panel for Career Technical Education Credentialing for the California Commission on Teacher Credentialing. She also serves as advisory chair for the California Center for Youth Citizenship and on the Service Learning Advisory Committee. In addition, she was an evaluator for the National Schools of Character award. Cox is a member of the advisory committee for Elk Grove High School’s Ag-Science program as well as Sheldon High School’s Biotechnology program.
She is a former middle and high school math and science teacher. Her local community activities include serving on the board of directors for the Stone Lakes Refuge Association and the women’s ministries for the First Baptist Church.
She served on CSBA’s Delegate Assembly from 2001 to 2006. She also served on the charter school task force and annual conference planning committee, chairing the committee in 2002. She served on the Policy Platform Committee and currently chairs the Bylaws committee and serves on the conference committee and Federal Issues Council.
Cox received her Bachelor’s degree and her secondary teaching credential from UC Davis. She obtained her Master of Arts in Education from California State University, Sacramento.
She is married with two daughters, both college graduates and products of K-12 public education.

Director, Region 7
Laura Canciamilla, a board member in the Pittsburg Unified School District, is the Region 7 Director of the California School Boards Association, representing Alameda and Contra Costa counties.
She was elected to the Board of Directors in 2009.
Canciamilla has been a member of the board of trustees for the Pittsburg Unified School District since 2004, serving as president in 2007. She has been involved in supporting several key efforts in her district, including the passage of two school bonds, building of two new schools and working with various community groups.
A member of CSBA’s Delegate Assembly since 2004, she represented Subregion 7A, (Contra Costa). Canciamilla was appointed to serve on the CSBA Annual Education Conference Planning Committee, recruiting presenters on the conference theme “Courageous Conversations.” She is also a 2007 graduate of the Masters in Governance program.
Canciamilla received her Ed.D. in Educational Management from the University of La Verne. Her dissertation was titled: “From Many to one: The Behaviors of Perceived High Performing School Boards.” She presented her findings at the 2000 CSBA Annual Education Conference and Trade Show.
She resides with her husband, Joseph, in Pittsburg and enjoys traveling and photography.

Director, Region 8
Cindy Marks, a board member in the Modesto City School District in Stanislaus County, is the Region 8 Director of the California School Boards Association representing Calaveras, Mariposa, Merced, San Joaquin, Stanislaus and Tuolumne counties. She has been serving on the Board of Directors since December 2004.
Marks has served on the board of trustees for the Modesto City School District since 1997, including one and a half years as President. Recently, Marks was appointed to the Modesto City Schools student wellness committee to develop a policy for the school district. She was appointed by the California Legislature to the Joint Committee to Develop a Master Plan for Education - Kindergarten through University, and is a representative on the California League of High Schools. A lifelong, child advocate, she has volunteered as a mentor to at-risk youth and gang members and has counseled junior and senior high school students. She received the 2004 Walter C. “Bud” LaCore Award for outstanding community service. Recently, she was involved with the California Association of Large Suburban School Districts.
Marks is currently serving on the Schools Infrastructure Financing Agency, which collects Mello Roos money to fund building schools and infrastructure. She also serves on the School Attendance Review Board and is officer of the Toastmasters International Club in Modesto. She is a volunteer speaker and counselor for Bethany Christian Services Adoption and Counseling Agency, and serves on the executive committee of the Civic Mission for Education. Additionally, Marks has served as a member of the Dr. Parker Executive Steering Cocmmittee for Black Student Issues for the last four years.
She served on CSBA’s Delegate Assembly from 2000-2004 and was a Governmental Relations chair, as well as on the Schools and Media Crisis Communication Task Force. Marks has participated in many CSBA professional development workshops and trainings and has been appointed to numerous CSBA committees and task forces.

Director, Region 9
Chris Ungar, a board member in the San Luis Costal Unified School District, is the Region 9 Director for the California School Boards Association, representing San Benito, Santa Cruz, Monterey and San Luis Obispo counties. He has served on the CSBA Board of Directors since 2007.
Chris is the current chair of the CSBA budget committee, and in 2008, he chaired CSBA’s Annual Education Conference Committee. He previously served on the Delegate Assembly from 2004 to 2007.
Chris served as President of the San Luis Coastal USD from 2002-2003 and 2006-2007. Ungar’s interest areas include special education, vocational education, technology, school finance and revenue enhancement, high school configurations and fine arts education.
He has served on the Board of Directors of the Tri-Counties Education Association and the San Luis Obispo County School Boards Association. As a 25-year special education educator, he is a member of both the California and American Speech Hearing Associations. He is a special education director for the San Luis Obispo County Office of Education.
He and his wife Elyse enjoy reading and outdoor activities. They have one son, Casey, who attends Delta College.

Director, Region 10
Susan Markarian, a board member in the Pacific Union Elementary School District in Fresno County, is the Region 10 Director of the California School Boards Association, representing Madera, Fresno and Kings counties. She has been serving on the Board of Directors since December 2002.
Markarian has served on the board of trustees for the Pacific Union Elementary School District since 1985. She has been a member of Fresno County Trustee Association Executive Board since 1999 and was a Fresno Junior League educational advisor.
She is active in CSBA, serving on the Delegate Assembly since 1990. She has served on many committees, including Reform and Restructuring, Asian/Pacific Islander Conference, Policy Platform, Annual Education Conference, Nominating, Audit, and the Small School Districts Council, which she chaired for several years, Governmental Relations chair, and the Federal Issues Council. She earned her CSBA Masters in Boardsmanship in 1990 and completed the Masters in Governance Program in 2007. She attended the Great Valley Leadership Institute in 2007, which is a leadership training program by the Harvard School of Business.
She has been married to Richard for 37 years and has three children and four grandchildren. They are third generation family farmers growing raisins, wine grapes, almonds, and prunes.

Director, Region 11
John Walker, a board member in the Ventura Unified School District and Past President of the Ventura County School Boards Association, is the Region 11 Director of the California School Boards Association, representing Santa Barbara and Ventura counties. He has been serving on the Board of Directors since 2006
Walker is serving his sixth term on his local board. He was board President for five years, a district representative to the county committee on school district organization and a district representative to many city, county and civic organizations. Walker also works with the Ventura County Workforce Investment Board, Native American Intertribal Association of Ventura County, Greater Ventura Chamber of Commerce, Ventura County Commissioner. Additionally, he has served on the Board of Directors for the Ventura County Chapter of the American Red Cross.
He is an active CSBA board member, having served on Delegate Assembly for over ten years and as a Governmental Relations Chair for five years. Retiring from Verizon after 33 years in management, Walker now works for Ojai Unified School District as Personnel Director/Risk Manager. He holds a Master’s degree from Pepperdine University in Business Administration and a Bachelor’s of Science degree in Economics from CSU Long Beach. He also holds a California Community College Lifetime Teaching Credential, having taught part-time for over ten years.
He is a USMC Vietnam Veteran and was named the “2006 Outstanding Citizen” by the California Teachers Association.
Walker and his wife have two daughters and five grandchildren.

Director, Region 12
Linda Pavletich, a board member in the Rio Bravo-Greeley Union Elementary School District in Kern County, is the Region 12 Director of the California School Boards Association representing Kern and Tulare counties. She has served on the Board of Directors from 1995-2002 and December 2005 to present.
She has been a member of the Rio Bravo-Greeley Union School Board since 1978, serving as both President and Clerk several terms. In addition to being involved in the Bakersfield Chamber of Commerce, Bakersfield College Foundation and the Kern County Science Foundation, Linda has also served as the President of the Kern County School Boards Association. She assists in coordinating training for Kern County School Board members with the Kern County Superintendent of Schools Office of Education.
Linda is active in CSBA, earning her Masters in Governance certification in 2003. She has been involved with the Education Legal Alliance Steering Committee, served as Chair of the Small School Districts Council, on the Legislative Network, Annual Conference Planning Committee and the Audit Committee. Additionally, she served as a CSBA Delegate from 1990-1994 and from 2002-2005.
She majored in Interior Design at Bakersfield College and is a graduate of Federico’s Beauty College. Additionally, she is a licensed electrical contractor, holding a C10 License with the State of California, and serves as president of Premier Lighting, a retail establishment located in Bakersfield. She is the mother of three sons and the proud grandmother of seven grandchildren.

Director, Region 15
Don Sedgwick, a board member in Saddleback Valley Unified School District in the city of Laguna Hills, is the Region 15 Director of the California School Boards Association, representing Orange County. He has been serving on the Board of Directors since December 2008 and has served as a member of CSBA’s Delegate Assembly since 2000.
Sedgwick has served on the board of trustees for the Saddleback Valley Unified School District since 1996. In 1999 he organized a committee for domestic violence training for teachers. He has also served as president of the Coastline ROP Board of Education, on the nominating committee for the reorganization of school districts in Orange County and as president of the Orange County School Boards.
His local community activities include serving on the City of Laguna Hills general plan advisory committee, the government affairs committees for the South Orange County Chamber of Commerce, assistant director and presenter for the South Orange County Symposium on the Family, cub master for the Boy Scouts of America and coach for youth soccer, baseball and basketball.
Sedgwick is fluent in Spanish, and has dedicated years of service to the Hispanic community in South Orange County, often speaking to the district’s parenting education classes for ESL parents. In addition, he has served for five years as Branch President in his church for the Spanish speaking congregation.
Sedgwick graduated Magna Cum Laude with a Bachelor of Science in Business Management, Maeser Scholar from Brigham Young University in 1989. He has been married for 21 years and has four children.

Director, Region 16
Pat Kohlmeier, a board member in the Redlands Unified School District in San Bernardino County, is the Region 16 Director of the California School Boards Association, representing San Bernardino and Inyo counties. She has been serving on the Board of Directors since December 2004.
Kohlmeier has served on the board of trustees for the Redlands Unified School District since 1994. She has a long history of community involvement which includes Boy Scouts of America, United Way, The Unforgettables Foundation, University of Redlands Town & Gown, and many years of PTA leadership. She is a member of the San Bernardino County School Boards Association and the Redlands Council of PTAs.
She had served on CSBA’s Delegate Assembly since 2000, was a member of the 2006 CSBA annual conference planning committee and has participated in many CSBA professional development workshops and trainings.
Kohlmeier earned a Bachelor of Science in ornamental horticulture from California State Polytechnic University, Pomona and is currently a major gifts officer for the University of California, Riverside.
She and her husband, Jack, have two grown children; Sean and Allison. The couple lost their 20 year old son, Christopher in 2001.

Director, Region 17
Carol Skiljan, a board member in the Encinitas Union School District, is the Region 17 Director of the California School Boards Association, representing San Diego County. She was elected to the Board of Directors in 2009.
Skiljan, elected five times (starting 1992) to the board of trustees for the Encinitas Union School District, has served as board president multiple times. In addition, she has participated in numerous district committees such as: Legislative Action, Safe Routes to School, Strategic Planning, Citizens for Better Schools and currently: City of Encinitas School Liaison Committee.
A member of CSBA’s Delegate Assembly since 1994, Skiljan was appointed to the Annual Education Conference Planning Committee several times, chairing the committee in 2006 and serving on the 2010 committee. She is a graduate of CSBA’s Masters in Boardsmanship and the Masters in Governance programs.
She is an active participant of the San Diego County School Boards Association, holding various offices of leadership. She has served as the SDCSBA representative to the San Diego County Violence and Safety Taskforce, Substance Abuse Summit Technical Planning Committee and Education Workgroup, the San Diego County HHSA Children’s Mental Health System of Care Council and most recently, the San Diego County Superintendents’ Achievement Gap Task Force.
Skiljan is the Executive Director of the San Diego Chapter of Yellow Ribbon Suicide Prevention Program® and a certified YRSPP® trainer and presenter of the youth/young adult suicide awareness and prevention program.
She is currently in her third term as a Commissioner on the San Diego County First 5 Commission, appointed in 2006 by the San Diego County Board of Supervisors. She has served on the Preschool for All Leadership Team and currently chairs the Technical Planning Advisory Committee.
Carol and her husband, Jeff, have been married for 37 years. Together they have two daughters and one grandson.

Director, Region 18
Jesús M. Holguín, a board member and current board president in the Moreno Valley Unified School District in Riverside County, is the Region 18 Director of the California School Boards Association, representing Imperial and Riverside counties. He joined the Board of Directors in May, 2010.
Holguín has served on the Board of Trustees for the Moreno Valley Unified School District since 2002 and also serves as Treasurer of the California Latino School Board Members Association. In addition, Holguin serves as President-elect of the Hispanic Chamber of Commerce and Board member of ACCESS to the Future. He has spent the last 15 years involved in school and district level parent groups including PTA, site Council, Year Round, GATE, High School Curriculum, Safety Task force committees and the Booster Club. He also provides translation services for Spanish-speaking audiences at board meetings.
Holguín served on CSBA’s Delegate Assembly from 2002-2010. He has been a member of the Annual Conference Planning Committee, the Policy Platform Committee, and an on-site validator for the Golden Bell awards. He is currently serving on the Legislative Committee.
Employed by the San Bernardino County Superintendent of Schools for 24 years, Holguín has extensive experience in school finance and earned his Bachelor of Science degree in Business Administration/Accounting from California State University, San Bernardino.
Holguín and his wife, Patricia, have lived in Moreno Valley since 1985 and have three daughters.

Director, Region 20
Josephine (Jo) Lucey, a board member in the Cupertino Union School District, is the Region 20 Director of the California School Boards Association representing Santa Clara County. She has been serving on the Board of Directors since December 2008.
Lucey served on CSBA’s Annual Education Conference Planning committee in 2008, chaired the committee in 2009 and will serve again as chair in 2010. In 2007 Lucey chaired the Nominating Committee and in 2006 she was a member. She has participated in the Federal Relations Network with CSBA and traveled to Washington D.C. to lobby on behalf of California’s public schools. In 2010, Lucey will join other board members from California to advocate for students as part of CSBA’s Federal Issues Council trip to Washington, D.C. Lucey is a Masters in Governance graduate and was a Delegate Assembly member in 2004.
She has contributed to the broader educational community in various leadership roles as president, vice president and Hoffman Award chair for the Santa Clara County School Boards Association, as a member of the Santa Clara Education Coalition, and as chairperson and member of the Santa Clara County Committee on School District Organization.
Lucey holds a Bachelor of Science in Engineering from the University of Notre Dame and a Masters in Mechanical Engineering from Stanford University. After working for 20 years in the aerospace industry, both as a technical contributor and as a member of senior management, she is now retired. She was the recipient of the Silver Snoopy Award for personal achievement from the crew of space shuttle flight 54. Jo and her husband have two children.

Director, Region 21
Marguerite Poindexter LaMotte serves as a board member of the Los Angeles Unified School District Board of Education (LAUSD). In February 2008, LaMotte was appointed by the district to serve on CSBA’s Board of Directors representing Region 21 (LAUSD).
A graduate of Xavier Preparatory High School and the YMCA Business College in New Orleans, at age 18, she was appointed Director of Spaulding Business College in Baton Rouge. Despite the rigorous demands of such an important appointment, she attended Southern University at the same time, earned a BA degree in Education, and graduated Summa Cum Laude in 1961. She earned a M.Ed. in 1965 from Louisiana State University, where she was also the first African American woman to serve as visiting professor in the undergraduate school of education.
LaMotte has served as President of the Los Angeles Council of Black Administrators; President of the L.A. Chapter of Southern University Alumni, Los Angeles Chapter; President of the Assault on Illiteracy Program and as a volunteer and member of numerous community and civic organizations. She is an active member of her church and has two children and four grandchildren.

Director, Region 22
Keith Giles, a board member in the Lancaster Elementary School District in Los Angeles County, is the Region 22 Director of the California School Boards Association, representing North Los Angeles county. He has been serving on the Board of Directors since 2003.
Giles has served on the Board of Trustees for the Lancaster Elementary School District since 1997. He has been a member of the Antelope Valley School Boards Association since 1998 and served as President, First Vice President, Second Vice President, Third Vice President and Treasurer.
He is an active CSBA board member, serving on the Delegate Assembly since 2000. He earned his Masters in Boardsmanship in 1998 and has participated in many CSBA professional development workshops and trainings.
Giles works for Antelope Valley Produce Co. and has completed the requirements for the Los Angeles County Sheriff’s Department Reserve Deputy Sheriff program.
He holds a degree in business administration from Antelope Valley College. Giles and his wife, Laura, have been married for 27 years
and have five children and two grandchildren.

Director, Region 23
Robert J. Cruz, 16-year member of the Charter Oak Unified School District Board of Trustees, is the Region 23 Director of the California School Boards Association representing San Gabriel Valley and East Los Angeles county. He has been serving on the Board of Directors since 2005.
He has served on CSBA’s Delegate Assembly since 2000 and has served on CSBA’s Legislative Committee and CSBA’s Golden Bell Review Committee. Cruz has also lobbied in Washington D.C. as a member of CSBA’s Federal Issues Council on behalf of California’s public schoolchildren.
Cruz, a 1982 graduate of the University of Redlands, is a member of the California Latino School Boards Association and a representative to the Los Angeles County School Trustees Association. Cruz is a public affairs manager for the Southern California Gas Company. He is a member of the Business Advisory Group to State Senator Gloria Negrete McLeod as well as a member of the San Bernardino County Business Education Alliance. He also serves on Assembly Member Ed Hernandez’s Education Advisory Committee.
He is the chair of the Covina Chamber of Commerce’s Education Committee, and is also a member of the Board of Directors for the Chaffey College Foundation. Additionally, he works with Assembly Member Norma Torres on education issues in her district.
Cruz received a certificate in hazardous waste management and environmental auditing from the University of California at Riverside in 1996 and has worked for the Southern California Gas Company for the past 34 years.

Director, Region 24
Sharon Stys, a board member in the South Whittier School District in Los Angeles County, is the Region 24 Director of the California School Boards Association, representing the Southwest Crescent of Los Angeles County. She has been serving on the Board of Directors since 2002 and has served as a member of the Delegate Assembly since 1996.
Stys has served on the board of trustees for the South Whittier School District since 1990, including seven years as president. Very active in her local community, she is on the Whittier Area School Trustees Association and served as president for a number of years. Stys was also a member of the Los Angeles County School Trustees Association and was president in 2003. She served on the Los Angeles County High School for the Arts Advisory Council and was a district appointee to the TCI Cable Public Access Board.
She is an active CSBA Director, serving on numerous committees and task forces, including the Board Development Committee, the Golden Bell Review Committee, and the Bylaws Committee. Stys earned her Masters in Boardsmanship in 1993 and her Masters in Governance in 2006. She has attended many CSBA professional development workshops and trainings.
Stys and her husband, Jeff, have lived in Whittier for more than 37 years. Together they have three sons and seven grandchildren. She holds a Bachelor of Science in Management Information Systems and is a computer programmer/consultant.

NSBA Director
Dr. Kerry Clegg, a board member in the Sulphur Springs Union Elementary School District in Los Angeles County, is a member of the National School Boards Association's Board of Directors representing the Pacific Region.
Clegg has served on the board of trustees for the Sulphur Springs Union Elementary School District since 1989, with three terms as president. He has also served as president and secretary-treasurer of the Santa Clarita Valley School Trustees Association. He represented Region 22 as a member of CSBA’s Delegate Assembly, and was on the association’s Board of Directors from 1998 to 2002.
Clegg’s service as chair of CSBA’s School Facilities Task Force, which was instrumental in determining the facilities needs of school districts across the state and helped to develop strategies that led to the passage of Proposition 47, led to his appointment to the advisory board of the Division of State Architects. Clegg has also served on CSBA’s Budget Committee, Nominating Committee, Policy Platform Committee, Federal Issues Council, K-Higher Education Remediation Task Force, and as a site validator for CSBA’s Golden Bell Awards.
In addition, Clegg chaired CSBA’s Legislative Committee in 2004 and in 2005 chaired the association’s Joint Task Force on Science, its Education Legal Alliance Steering Committee and its Superintendents Council. In 2006, Kerry is chairing the School Facilities: Construction Management Task Force. As an officer of the association, he also serves on the board of the Cities, Counties and Schools Partnership. In April 2006, Clegg was elected to serve a three-year term on the Board of Directors of the National School Boards Association.
Clegg has a doctorate in biology from the University of California,
Los Angeles. He and his wife, Rosanna, have five children.

Director-at-Large, API
Ben Liao, a board member in the Cupertino Union School District in Santa Clara County, is the Director-at-Large Asian Pacific Islander of the California School Boards Association. He was elected by the Delegate Assembly in December 2004, 2006 and 2008.
Ben has served on the board of trustees for the Cupertino Union School District since 1997, including serving as president from 2001-2003 and 2008-2009. He established and led the Asian American Parents Organization, which bridges the API community and the school districts. He is also very active in serving several local and international non-profit organizations.
He has served on the Delegate Assembly since 2001; Ben has also served on the Audit, Bylaws, Golden Bell and Annual Conference Committees, as well as participated in many CSBA professional development workshops and trainings. He has been a member of the Asian Pacific Islander School Board Member Association since 1997.
Ben has a Bachelor’s of Science and a Masters in Computer Science. He had worked in software research and development at Data General, Apple, Taligent and HP.
He and his wife, Ellen, have been married for 27 years. They have a son and a daughter.

Director - CCBE President
Cathie Bustos has been a member of the Madera County Board of Education since 1998. Bustos is also this year’s President of the California County Boards of Education (CCBE) and is currently the California School Boards Association Delegate for Region 10 (Madera County). She became a member of the CSBA Board of Directors in 2009.
Active in her local community, Bustos was appointed to serve on the oversight committee for Madera Unified School District’s Measure “T” transportation bond initiative. She was part of the Measure “U” bond oversight committee that funded completion of Madera South High School campus.
She has received numerous recognitions in honor of her work in the district and community. These include the Friends of Education Award from Madera Unified School District; the Governor of California Arnold Schwarzenegger, Senator Jeff Denham, Madera Mayor Sam Armentrout, Madera Unified Teachers Association, Congressman George Radanovich, Madera County Board of Supervisors, Assemblyman Mike Villines, and Senator Dave Cogdill.
Cathie and her husband, David, have three children attending Madera schools.

Director-at-Large, County
Sara Wilkins is the Director-at-large, County for the California School Boards Association. A member of the Madera County Board of Education of the past 21 years, serving 18 years as board president, Wilkins is a former president of the California County Boards of Education association and in 2003 served on the CSBA Board of Directors representing county boards.
Wilkins served as liaison to the Education Coalition for Special Education and has been a member of the Eastern Madera County Chamber of Commerce Education Committee for the past 10 years, including two years as president.
She was a member of the CSBA Small Schools District Committee, the Golden Bell Committee, the Federal Relations Network and the Federal Issues Council. Wilkins has been a member of CSBA’s Delegate Assembly for eight years, served on the association’s Annual Conference Planning Committee and has worked as an evaluator for the Golden Bell Awards program.
Wilkins serves on the First 5 Commission in Madera County and has been active in community service in her community for 38 years.

Director-at-Large, American Indian
Shelly Yarbrough, a board member in the Val Verde Unified School District in Riverside County is the Director-at-Large, American Indian for the California School Board Association. Shelly is the second American Indian Board of Director to serve CSBA and was elected in 2003.
She is a 2004 graduate of CSBA’s Masters in Governance program and has participated in several professional development trainings and workshops. She served on the Policy Platform Committee, the Federal Issues Council and was a NSBA Delegate. She also served on the Board of Directors Handbook Committee, School Construction Task Force, Annual Education Conference Planning Committee, Accountability Task Force, NCLB Focus Group, Bylaws and Audit Committees. She is currently the American Indian Student Issues Conference chairperson, and is a regular session speaker at the CSBA Annual Education Conference.
In addition, she is President of the American Indian/Alaskan Native School Board Caucus of the National School Boards Association. As a member since 2001, she has served on the Caucus Bylaws Review and Revision Committee, Annual Education Conference for the Powwow and Luncheon and hosted a number of sessions at the NSBA Annual Conference. Shelley is also a memeber of the California and National Indian Education Associations.
Shelly has served on the board of trustees for the Val Verde Unified School District since 2000, including several years as President. Very active in her local community, Shelly is CEO of the Perris Valley Chamber of Commerce and President of the Perris Valley holiday parade. Shelley was recognized as a Woman of Achievement by the YWCA in 2009, whose theme was eliminating racism.
Shelly is Ojibwe Indian. She and her husband, Perris City Councilman R. Mark Yarbrough, have four children and four grandchildren. Together they own two businesses: Swedish Speed, Inc. and Champion Towing.

Director-at-Large, Hispanic
Dr. Susan M. Heredia, a board member in the Natomas Unified School District in Sacramento County, is the Director-At-Large, Hispanic of the California School Boards Association and was first elected by the members of the Delegate Assembly in December 2004.
Heredia has served on the board of trustees for the Natomas Unified School District since 2000. She is Board Vice-President and board representative for the district on the English Language Learner, Achievement Gap, and Multicultural Advisory committees. Previous committee work includes: Strategic Planning, Charter School and County Committee on School District Organization. She is very active on the Hispanic Research Special Interest Group for the American Educational Research Association, the California Latino School Boards Association and the National Association of Latino Elected and Appointed Officials (NALEO). As a member of NALEO, she has presented at their institute on NCLB and higher education access and success for Latino students. She served on the PTA and school site council for her local elementary and high schools.
She has participated in many CSBA professional development workshops and trainings, and on CSBA’s Bylaws Committee, Policy Platform, Annual Conference, and Federal Issues Council. Currently, she serves on the Golden Bell Review Committee, NCLB Focus Group and Board Development Committee. Additionally, she was appointed by State Superintendent Jack O’Connell to the Brokers of Expertise Advisory Board and Expert Panel on Culturally Relevant Professional Development.
Heredia has more than 28 years of experience as an educator in issues related to linguistically, socio-economically and culturally diverse students. She earned a doctorate in socio-cultural studies in education from the University of California, Davis, and a Master of Arts in Education and a Bachelor of Arts in Liberal Studies from California State University, Sacramento. She holds a multiple subjects teaching credential with an emphasis in bilingual education and a preliminary administrative credential from CSU, Sacramento. She is currently a Professor, Department Chair, and Director of the Cross-Cultural Resource Center in the College of Education at CSU, Sacramento.

Director-at-Large, Black
In December 2007, Emma Turner, Psy.D. was elected by members of the Delegate Assembly to the position of Director-at-Large, Black. Turner, a retired military officer, was elected in 2006 to the La Mesa-Spring Valley School Board in San Diego County. She is the current President of her board.
Turner has been involved in the La Mesa-Spring Valley School District since 1998. Her participation has included terms as a president and vice president of the school site council, a member of the district advisory council from 2002-2004 and PTA president and program director for the Mt. Helix Council PTA from 2003-2006. In addition, she served as a member of the citizens’ bond oversight committee for the district’s modernization bond from 2004-2006. Currently, Turner serves as a board representative on the district budget study committee as well as representative to the Audit Committee.
Also, Turner facilitates a self-esteem college preparation course for middle school students for the University of California Upward Bound program. She has coordinated and sponsored a scholarship oratory contest for community high school students and has coordinated programs for the Pathways2College Foundation for middle and high school students and parents. Since 2004, Turner has assisted with developing and implementing a literacy writing program for parents and students in a disadvantaged area in San Diego. She serves on two foundations dedicated to providing scholarships to underprivileged college-bound students.
In addition to her role as Director-at-Large, Turner is currently a member of CSBA’s Annual Education Conference Planning Committee and CSBA’s Federal Issues Council.
While on active duty in the Navy, she taught military law courses to undergraduate and graduate students from 2000-2004. Currently, Turner teaches diversity, communications and psychology classes to undergraduate students as an adjunct professor for the University of Phoenix. She has three daughters.
