CSBA President
Paul H. Chatman, a board member in the Ocean View School District in Ventura County, is the 2007-08 President of the California School Boards Association.
Chatman has served on the board of trustees for the Ocean View School District since 1989, with nine years as president. He has been a member of the Ventura County Association of School Boards since 1989 and was chairman in 1996, and a member of the executive committee since 1994.
He served on the Delegate Assembly from 1996 to 2001, when he was elected to the Board of Directors. He has served on a number of committees, including the Annual Education Conference, Nominating, and Policy Platform Committees, as well as the Professional Governance Standards Task Force. In both 2004 and 2005, Chatman has served on the association’s Bylaws Committee. He was also a Governmental Relations Chair for four years. He has participated in many CSBA professional development workshops and trainings. As President-elect, he will the chair the Association’s Legislative Committee and as a member of CSBA’s Executive Committee, he continues to serve on the board of the Cities, Counties and Schools Partnership and as a Delegate to the National School Boards Association.
In 1994, Chatman received the Senate Resolution for Distinguished Community Service; and in 1996 he received the Summit Award for Outstanding Statesman and the Gold Award, Outstanding Public Official.
Chatman is the father of two grown children, Dennis and Keli. He and his wife, Debra, live in Oxnard.

CSBA President-elect
Paula S. Campbell, a board member in the Nevada City School District in Nevada County, is the 2008 President-elect of the California School Boards Association. Prior to her election, she had been serving on the Board of Directors since 2003 representing Region 4 consisting of Butte, Glen, Tehama, Colusa, Sutter, Yuba, Nevada, Placer and Sierra Counties.
Campbell has served on the Board of Trustees for the Nevada City School District since 1992, serving five terms as president. She was also the board clerk for four terms and served on such committees as policy development, certificated negotiations, transportation and facilities. She was also a board member of the Nevada City Schools Foundation for four years and served on the Deer Creek School Site Council for three years.
Among other things, she is currently serving as the Chair of the Legislative Committee and Chair of the Board Development Committee. As a member of CSBA’s Executive Committee, she serves on the board of the Cities, Counties and Schools Partnership and as a Delegate to the National School Boards Association. In addition, she has served on a number of CSBA committees, including CSBA’s Policy Platform Committee, the Compensation Review Committee, Federal Issues Council, Charter Schools Task Force, Budget Committee and Annual Education Conference Planning Committee.
She holds a Bachelor of Arts in history from the University of Massachusetts, Boston. She resides in Nevada City with her husband Stu. They have three children: Jessica, who graduated from UC San Diego, Chris who also graduated from UC San Diego and UCLA Law School, and the youngest, Stephanie, who is a senior at UC Santa Cruz.

CSBA Vice President
Frank Pugh, a board member in the Santa Rosa City Schools District in Sonoma County, is the Vice President of the California School Boards Association.
Pugh has served on the board of trustees for the Santa Rosa School District since 1990. A faculty member and counselor at Santa Rosa Junior College, he chairs the department of Electronic Technology where he counsels and advises students. He has authored and published 7 textbooks and 4 magazine articles in electronics. And, has published several recipes for Sunset magazine. He is also a member of the Sonoma County School Trustee Association.
He is active in CSBA, serving on the Delegate Assembly since 1993. He completed his Master’s in Governance and was also a member of the Higher Education Remediation Task Force, CENIC and CIF Board of Managers. He has participated in many CSBA professional development workshops and trainings.
Pugh earned a Master of Arts in Industrial Studies and a Bachelor’s in Industrial Arts. Pugh lives in Santa Rosa with his wife Ann; they have two grown daughters, Elizabeth and Caroline.

CSBA Immediate Past President
Dr. Kathleen E. Kinley, a member of the Chaffey Joint Union High
School District Board of Education in San Bernardino County, was the
2006-07 President of the California School Boards Association.
Kinley is a retired middle school principal and former teacher and
public information officer. She has been a member of CSBA's Delegate
Assembly since 1984 and CSBA's Board of Directors since 1996.
"California's public schools are facing many challenges - the
achievement gap, lack of adequate funding, increased state and federal
mandates and attempts to erode local control," Kinley said. "I am
committed to improving student achievement through strong local
governance. Public schools are the best investment in the future of
our democratic society."
Kinley holds a Bachelor's degree in English and political science from
San Diego State University, a Master's degree in school administration
from California State University, San Bernardino and a doctorate in
educational leadership from the University of La Verne. She has served
on a number of CSBA committees during her time with the association,
including the Budget Committee, the Legislative Committee and the
Federal Issues Council.
Kinley has received numerous awards and recognitions over the
course of her career in education, including the "Woman of the Year"
Award for the 61st Assembly District and the "Amazing Woman"
Award from the Kudos for Kids Foundation.
"From the time I entered kindergarten in the San Diego City Schools,
I have been committed to public education," Kinley said. "It has been
my vocation and my avocation. I am who I am today largely because of
California's public schools and colleges. I believe my efforts to provide
positive educational experiences to the students we serve are part of
my civic responsibility to repay those who helped me."
Kathy resides in Ontario with her husband Jim, a retired public
works director and civil engineer. They have one daughter and two
grandchildren.
