CSBA's Education Legal Alliance and four local education agencies filed suit on November 21 to challenge the state of California's authority to defer compensation to schools for programs that the state requires them to perform but does not fund. The lawsuit seeks to compel the state to comply with its constitutional obligation to fully reimburse the cost of all new programs or higher levels of service imposed on LEAs by the state.
