Preview coming education issues at Back-to-School conferences 

CSBA’s annual Back-to-School conferences are coming to a location near you to highlight the most important developments in education policy, laws and other critical issues for the 2006-07 school year.

Executive Director Scott P. Plotkin will outline the most significant items facing local education governance boards in his “Top 10” list. Assistant Executive Director, Governmental Relations Rick Pratt will explain how the new state budget will affect local operations. Attorneys for CSBA’s Education Legal Alliance will provide information on court decisions on the California High School Exit Exam, Proposition 39’s requirement that public school facilities be made available to charter schools and other issues.

Other staff members will review findings and recommendations from recently completed task forces on high school reform and science education and expand on other issues, including:

  • Proposition 49, the state’s After School Education and Safety Program that takes effect this year for the first time since voters approved the measure in 2002 Precautions local officials can take to prepare for a possible outbreak of pandemic flu, as well as other student wellness issues
  • Federal education issues, including the scheduled reauthorization next year of the No Child Left Behind Act
  • Proposition 1D, the $10.4 billion Kindergarten-University Public Education Facilities Bond Act of 2006 that will be on the November ballot
  • Other statewide ballot issues, from Proposition 88’s statewide parcel tax for education and Proposition 90’s restrictions on eminent domain to the campaigns for governor, the state Legislature and Congress
  • The threat posed to local governance of schools throughout California by Los Angeles Mayor Antonio Villaraigosa’s effort to take over the Los Angeles Unified School District

The conference travels to six cities around the state throughout September. On the schedule are:

  • Sept. 14 at the Sacramento Convention Center in Sacramento
  • Sept. 19 at the Santa Clara County Office of Education in San Jose
  • Sept. 20 at the Sonoma County Office of Education in Santa Rosa
  • Sept. 22 at the San Diego County Office of Education in San Diego
  • Sept. 26 at the Radisson Hotel and Conference Center in Fresno
  • Sept. 28 at the West End Educational Service Center in Rancho Cucamonga
