Professional Development Bills

Jack Scott, chair of the Senate Education Committee, is proposing several bills that attempt to increase the number of math and science teachers and provide principals with leadership coaching.
SB 112 would remove barriers for retired teachers to return to the classroom as teachers or mentors by exempting certain tests for credentialed teachers
SB 858 would help teachers in other subjects to become math or science teachers with intensive preparatory courses, financial aid for tests and $1,000 bonuses for completion of a credential program
SB 859 would encourage math and science teachers to serve in low-performing schools and provide direct pathways for mid-career professionals to become teachers by providing test preparation, payment of test fees and paid internships
SB 961 would provide one-on-one training for principals focused on leadership coaching in the advancement of student achievement and would give districts an alternative to the traditional, locally developed AB 430 practicum
This bill package would facilitate a change in California’s lowest-performing schools by reducing teacher shortages in math and science and ensuring that schools have the best leadership to increase student achievement
CSBA Position: Support all four bills.
