The following bills have been chaptered by the Secretary of State’s Office and will become effective Jan. 1 unless otherwise noted:
AB 469 (Horton, R-San Diego): Teacher credentialing—applications
This bill requires a teaching credential to bear the signatures of the executive director and the chair of the Commission on Teacher Credentialing. In addition, the commission will be required to process an application for a credential within 50 business days of receipt, with certain exceptions.

AB 685 (Karnette, D-Long Beach): Special education
This is a technical bill that addresses some of the outstanding issues that remain to bring California law into compliance with the federal Individuals with Disabilities Education Act.

AB 766 (Walters, R-Laguna Niguel): Charter schools
This bill allows charter schools to be indemnified against claims of injury, accident, illness or death arising from school-related field trips.

AB 774 (Houston, R-San Ramon): Physical education—volunteer instructors
This bill authorizes a school district or county office of education to establish a registry of volunteers for after-school physical recreation instructors. Establishment of the registry will be voluntary, and districts will be allowed to add additional screening requirements.

SB 170 (Denham, R-Merced): School attendance—residency requirements
This bill, now in effect, extends a provision authorizing a school district to allow a pupil whose parent or legal guardian is employed within the district attendance boundaries to attend a school in that district through June 30, 2012.

SB 196 (Machado, D-Linden): Teacher credentialing—district interns
This bill allows the Commission on Teacher Credentialing to issue district intern credentials indefinitely, authorizing individuals to provide classroom instruction to special education students with mild to moderate disabilities.

SB 273 (Ackerman, R-Tustin) Education: American Indian education centers
This bill requires the superintendent of Public Instruction to request input from the American Indian Education Oversight Committee regarding changes to the 1975 guidelines, rather than requiring that the committee provide input on, and approval of, changes to the guidelines prior to submission to the state Board of Education.

SJR 3 (Aanestad, R-Grass Valley): Federal Secure Rural Schools and Community Self-Determination Act of 2000—extension
This resolution, now in effect, calls upon Congress to reauthorize and fund the federal Secure Rural Schools and Community Self-Determination Act of 2000.
