Enrollment Projections

Enrollment projections are fundamental to the entire planning and budgetary process. Accurate projections are essential for school districts to plan for future budget and staffing needs and to provide for adequate student housing in a climate of continually shifting enrollment patterns. TSS, comprised of school system specialists, can assist your district make well-planned changes that affect staffing, financing and student housing needs. We systematically project enrollments, review school boundaries and student housing needs and analyze budgets to help districts address these critical issues.

Facilities Master Plans

The foundation of any facilities program is a well thought out and comprehensive facilities master plan. Schools should be designed to meet the academic needs of students and those who serve them in the classroom. TSS, well-versed and experienced in melding educational needs with facility programs, knows how to develop and implement a quality master plan to meet educational requirements. TSS understands the complexity of blending a myriad of programs into a comprehensive facilities program. Our expertise in facilitation helps districts bring different educational interests together to form a clearly articulated facilities master plan serving the needs and interests of all students in a community within the constraints of current and projected enrollment and finances.  

Developer Fees Justification Studies

State law permits a school district to impose Level 1 fees against residential, commercial and industrial developments and/or Level 2 fees against new residential construction. To levy developer fees, studies must be completed that rely on other preparatory studies, such as enrollment projections, facilities master plans, student yield rates, historical building permits and proposed new development projects. They, therefore, go hand-in-hand with other essential studies that direct a district’s facilities program. TSS associates possess extensive expertise in performing developer fees justification studies for school districts, including justification documents, negotiations of fees with developers and implementation of legislative changes.
