Effective Governance System
In January 2006, the Effective Governance System (now Revision 8) was updated to reflect the CSBA Professional Governance Standards and new thinking by the Governance Institute’s staff and faculty. First developed in 1999, the Effective Governance System depicts CSBA’s insights into effective governance.
Column I deals with the individual trustee and the qualities of an effective trustee.
Column II depicts the union of trustees and the superintendent at the board table to work as a governance team and the qualities of an effective governance team. Column II also identifies the four building blocks that enables teams to be effective (establishing a Unity of Purpose, understanding the board’s Role, creating a positive team Culture, and creating a formal Structure and Process).
Column III lists the five responsibilities effective boards perform and identifies the main job areas in which they fulfill these responsibilities.
Finally the graphic illustrates that all efforts are directed toward improved student learning and achievement which takes place against a backdrop of current trends and issues.
