Roles and responsibilities
The Executive Committee provides leadership to the association between meetings of the Delegate Assembly and Board of Directors and serves as a direct resource to the executive director to ensure that operational decisions are derived by the policy platform, vision, mission and strategic directions of the association.
As described in Article VI of CSBA's bylaws, the Executive Committee has the following powers and duties:
- Provide overall, ongoing policy direction to the association's executive director;
- Authorize programs and activities which implement the vision, mission and strategic directions of the association;
- Monitor major programs and policy implementation to ensure compliance with the policy platform and the vision, mission and strategic directions of the association;
- Adopt positions and policies to supplement the policy platform in order to be responsive between meetings of the Board of Directors and Delegate Assembly;
- Evaluate the performance of the executive director on an annual basis;
- Serve as a spokesperson for the association's agenda; and
- Serve as liaisons with external groups on behalf of the association.
Officers
The CSBA Executive Committee consists of four officers elected by the Delegate Assembly:
- president
- president-elect
- vice president
- immediate past president
Officers serve one-year terms beginning immediately upon the close of the Annual Education Conference and Trade Show in December. The Delegate Assembly annually votes for the vice president and president-elect. The president-elect automatically succeeds the president, and the president automatically succeeds the immediate past president.
Because CSBA's officers are responsible for providing leadership between meetings of CSBA's governing bodies, acting as spokespersons on behalf of the association, evaluating the executive director, and presiding over leadership meetings, officers must:
- Think and act strategically
- Maintain a constructive partnership with the executive director and understand CSBA’s governing structure
- Speak publicly and represent CSBA to the media, members and the public
- Facilitate and preside over meetings; while remaining focused on CSBA’s priorities
Meetings
- Executive Committee Meetings – The officers meet the day before each Board meeting. In 2013, the Board is scheduled to meet in January, March or April, May, September and November. In addition, the officers will meet at other times throughout the year. The meetings are held at the CSBA office in West Sacramento, except for the meeting that precedes the May and December board meetings.
- Delegate Assembly Meetings are held twice a year, once in May and once in late November or early December
- CSBA’s Annual Education Conference and Trade Show
- National School Boards Association’s (NSBA’s) Federal Relations Network Lobbying Trip to Washington, NSBA’s Pacific Region Summer and Winter meetings, and NSBA’s Delegate Assembly and Annual Education Conference
- CSBA, in partnership with the League of California Cities and the County Supervisors Association of California, comprises the Cities, Counties Schools (CCS) Partnership
