‘2010 Policies in Review’ available 

CSBA’s Policy Analysis Department has published its annual review of major education policy issues that were addressed in the past year. “2010 Policies in Review” draws on policy briefs and fact sheets the department prepared for the Policy Updates it issued last March, July and November.

Themes and topics in the 30-page report include:

  • accountability—interventions in “persistently lowest achieving schools”; parent empowerment; student transfers from “low-achieving schools” (Open Enrollment Act)
  • at-risk students—chronic absence
  • collaboration—community schools
  • curriculum and instruction—common core standards; independent study
  • fiscal operations—GASB 54: fund balance reporting; suspension of state mandates
  • personnel—background checks for activity supervisors; COBRA premium assistance; conflict of interest; family care and medical leave
  • safety—cyberbullying; nondiscrimination/harassment; on-campus interviews of child abuse victims
  • student health—insulin administration in schools; nutrition program compliance; physical activity; summer meal programs
