CSBA proudly works with Total School Solutions to provide comprehensive facilities planning programs. TSS has a staff of experts and leaders in virtually every field of education and will provide districts with high quality service. Programs include enrollment projections, facilities master plans, developer fees justification studies, and assistance with state eligibility and funding applications.

Enrollment Projections

Enrollment projections are fundamental to the entire planning and budgetary process. Accurate projections are essential for school districts to plan for future budget and staffing needs and to provide for adequate student housing in a climate of continually shifting enrollment patterns. TSS, comprised of school system specialists, can assist your district make well-planned changes that affect staffing, financing and student housing needs. We systematically project enrollments, review school boundaries and student housing needs and analyze budgets to help districts address these critical issues.

Facilities Master Plans

The foundation of any facilities program is a well thought out and comprehensive facilities master plan. Schools should be designed to meet the academic needs of students and those who serve them in the classroom. TSS, well-versed and experienced in melding educational needs with facility programs, knows how to develop and implement a quality master plan to meet educational requirements. TSS understands the complexity of blending a myriad of programs into a comprehensive facilities program. Our expertise in facilitation helps districts bring different educational interests together to form a clearly articulated facilities master plan serving the needs and interests of all students in a community within the constraints of current and projected enrollment and finances.

Developer Fees Justification Studies

CSBA partners with Total School Solutions to offer developer fees justification studies (Level 1) and needs analysis studies (Level 2). State law permits a school district to levy fees against residential, commercial and industrial developments. TSS associates possess extensive expertise in performing developer fees studies for school districts, including preparing justification documents, negotiating fees with developers and implementing of legislative changes. TSS’s expertise enables a district to levy the maximum fee possible, within legal guidelines and limitations, to help drive its facilities program.

State Eligibilty and Funding Applications

California school districts qualify for state funding for modernization and new construction as well as for other specialized needs. Although the funding from the state is seldom adequate to address all facilities needs, it helps provide at least a portion of the necessary funding. The state eligibility and funding application process is complicated and requires due diligence and aggressive monitoring. Proper and timely filing can enhance state funding opportunities for a district. TSS staff is experienced and qualified to assist school districts in these application processes to ensure that state funding for district facilities projects is maximized and obtained in a timely manner.
