CSBA and California Forward Announce Partnership to Assist School Boards in Implementing the Local Control Funding Formula

FOR IMMEDIATE RELEASE

SACRAMENTO, Calif. – The California School Boards Association (CSBA) and California Forward (CA Fwd), a non-profit, bipartisan organization devoted to improving the performance of government in California, announce a partnership to assist governing school boards and local education agencies (LEAs) in the effective implementation of the Local Control Funding Formula (LCFF).

On July 1, 2013, LCFF legislation was signed by Governor Brown that represents a historic shift in how California funds public schools. Instead of allocating funds for programs and services the state determines are a priority, the new formula gives local school boards authority over how to allocate resources in a way that improves outcomes and opportunity for all students. The new funding model specifically addresses the needs of students with greater needs, such as English learners, students from low-income families and foster youth, with input from the community and with specific student outcomes in mind.

CA Fwd will participate in CSBA’s LCFF tour to help school board members effectively implement LCFF and develop Local Control and Accountability Plans (LCAP). The workshops will address the recently approved LCFF regulations, LCAP template, best practices for engaging local stakeholders, and alignment with other programs.

“LCFF presents a renewed opportunity to focus on improving student outcomes, closing the achievement gap, and increasing the level of communication between our schools and communities,” said Vernon M. Billy, executive director & CEO at CSBA. “We are excited to partner with California Forward to assist governing school boards in effectively implementing the LCFF by providing best practices, resources and solutions.”

“Governor Brown’s pursuit of greater local control – first in public safety and social services and now in K-12 education – is empowering local governments to improve services and deliver better results. To achieve this potential, local officials need to transform the way they make decisions and learn from each other, with the state playing a supportive role,” said Jim Mayer, president and CEO of CA Fwd. “California Forward is pleased to partner with CSBA to promote this learning in the public service that is most important to Californians: education. Successful implementation of LCFF means more children will complete school and learn the skills to thrive in the 21st century.”
