MIG Course 4: Human Resources/ Collective Bargaining (VIRTUAL)

Description

Masters in Governance (MIG) Course 4 Spring Virtual Cohort

Human Resources | Collective Bargaining

Prerequisite:
Required: MIG 1: Foundations of Effective Governance | Setting Direction
Recommended: MIG Course 3: School Finance

Why take this training:

Personnel costs account for a majority of school budgets. It is essential that boards understand the relationship between human resource policies and processes, budget and collective bargaining agreements, and their impact on raising student achievement.

Part 1, Human Resources, focuses on the board’s responsibilities in creating structures and processes to direct and support human resource management. Policies set expectations and requirements for recruitment, professional development, recognition and retention. Boards use district policy to create teacher evaluation frameworks and processes for addressing concerns in staff performance.

Part 2, Collective Bargaining, explores the purpose, goals and role of the board and individual trustees in the bargaining process. An overview of the Educational Employment Relations Act (EERA) ensures boards understand the requirements in statute. Participants will discuss resolving conflicts, communicating and messaging during negotiations, and monitoring the bargaining process.

Key Takeaways:

This training prepares board members to:

  • Better understand the power of effective governance in human resources management
  • Develop and implement personnel policies that are compliant with privacy, confidentiality and due process laws ensuring fair and transparent processes
  • Apply practical strategies for implementing sound personnel policies and practices
