2013 CSBA officer candidates 

Following are the Nominating Committee’s report and statements from the CSBA candidates for president-elect and vice president. The statements appear exactly as they were received by CSBA:

The 2013 Nominating Committee met on Sept. 21 to interview the candidates for President-elect and Vice President of CSBA. Following deliberation, as outlined in CSBA Bylaws and Standing Rules, the Nominating Committee nominated Jesús Holguín as the candidate for 2014 president-elect and Chris Ungar as the candidate for vice president.

As provided for in CSBA’s Standing Rules, additional nominations for president-elect and for vice president may be submitted to the president and the Nominating Committee chair. Please note that individuals interested in being nominated from the floor of the Delegate Assembly must submit their intention to run for office by Nov. 1.

Candidate for president-elect

As the President-Elect of CSBA, I will continue working in collaboration with Executive Committee, Board of Directors, Delegate Assembly, and staff, towards reaching the Association’s goals. I will advocate for local governance while supporting return and implementation of adequate educational programs, so that every student has full access to a sound, safe, well-rounded education allowing them to succeed academically and socially to become better productive members of society.

As employee of the San Bernardino County Superintendent of Schools for 28 years with extensive experience in school finance, a Bachelor of Science Degree in Business Administration – Accounting, and a Certificate in Human Resources Management from CSU, San Bernardino, I will continue using my education and experience during conversations with legislators and stakeholders about effective use of available resources for our educational system.

As resident of my community for 28 years, 18 years of school and district level parental and community involvement, and experience translating during board meetings for Spanish-speaking audience, I understand the various local educational needs, some of which are common to many others around the state. I will seek CSBA support for developing policies and sponsoring appropriate legislation to assist in addressing those needs.

I will continue advocating, on behalf of all of our students, for local control governance and continuing adequate state and federal funding. I will promote opportunities for all students to obtain a well-rounded education, and look for solutions to close the achievement gap and increase the graduation rate in our state.

Candidate for vice president

The news media has begun referring to us as the “influential CSBA.” Because of changes the organization has made over the past three years, we have gone from an association in crisis to the strong voice of education today. Through the foresight and hard work of our executive director, staff, the executive committee, directors, and delegates, membership value has increased. CSBA demonstrates strong evidence of an entrepreneurial spirit, helping boost our bottom line to assure financial stability.

We know that challenges continue. These include implementation of the LCFF, the Common Core Standards, and the SmarterBalanced Assessments. We must continue to champion adequate funding and local control. CSBA must protect students and districts from anti public education interest groups, inappropriate applications of the parent trigger, and overreaching state mandates. The debate over the reauthorization of NCLB, federal accountability rules, and special education requires direct action in Washington D.C.

I am a three term CSBA director, 12 year school trustee, and 27 year special educator including 9 years as a special education director. My involvement in CSBA has included the chairmanship of the successful 2008 Annual Education Conference, the budget committee, board development committee, and the subcommittee which screened candidates for CSBA Executive Director. I have been president of my local board three times, once elected for an unprecedented two consecutive terms.

My combination of experience, dedication, and leadership skills makes me the ideal choice for CSBA Vice President. Together we will strengthen the organization and move it forward.
