CSBA Directors Elected to Key NSBA Leadership Posts 

Three current members of CSBA’s Board of Directors have been elected to prestigious positions with the National School Boards Association.

Frank Pugh, NSBA’s regional director for the Pacific Region and a Past President of CSBA, has been elected as the organization’s Secretary-Treasurer. Pugh, a technology instructor at Santa Rosa Junior College and long-time board member of Santa Rosa City Schools, has been active in CSBA since 1993, beginning as a member of the Delegate Assembly.

Emma Turner, vice-president of the La Mesa-Spring Valley School District board, was elected to NSBA’s board of directors and chair of its National Black Council of School Board Members. During her term, Turner will lead educational advocacy efforts for African-American students, and serve as a spokesperson for issues that impact the education of African-American youth. At CSBA, Turner, a retired naval officer, has served on the Delegate Assembly and Board of Directors, including as Director-at-Large, African-American from 2007 to 2013.

Lillian Tafoya will continue to serve as chair of the NSBA's National Hispanic Council of School Board Members. Tafoya previously served as CSBA's Director-at-Large, Hispanic and as a member of the Delegate Assembly representing Region 12. She is currently President Pro-Tem of the Bakersfield City School District Board of Education and has served as president of the Kern County School Boards Association.
