Employee orientation bill moving through Legislature 

AB 2835 (Cooper, D-Elk Grove), a bill that would require mandatory orientation sessions for public employees, is poised to move quickly through the Legislature during its final month. CSBA is working closely with ACSA and other education management groups to raise serious concerns before the bill moves to the Senate floor.

AB 2835 would create a statutory requirement for all local government employers to provide an orientation program for new employees within two months of hire. As currently written, employee organizations would be allocated 30 minutes of presentation time and would have discretion over the content of these presentations. The bill also contains provisions requiring existing employees to participate in orientation programs as well as new hires, and would also require employers to provide employee organizations with personal information on new employees within seven days of their date of hire.

CSBA has an “oppose” position on the bill as currently written, due to the various costs and logistical challenges that could be created for school districts.

There is considerable momentum in the Legislature during the current session to send a public employee orientation bill to the Governor for his consideration. It is likely that the bill will be approved by the Senate Appropriations Committee next week and sent to the Senate Floor. The deadline for fiscal committees to meet and review legislation is Friday, August 12. The last day of the 2015-16 legislative session is Aug. 31.
